Out of ALL vehicles... (and being a state law to wear one here)... Why would a school bus not have them?

The idea is that school buses are so large that if anything should hit them there would be little jarring around. Also, the lack of seat belts is also to facilitate quick exit during an accident. Instead of having kids fumble around with a seat belt they can just get up and walk out in case of an emergency. The likely hood of getting injured in a school bus accident is slim. Cars on the other hand are small and if you get hit in a car, without a seat belt you could end up hitting the windshield or worse (if the airbag didn't stop you first).

Some school buses do have seat belts. However, these buses are less safe, because the children do not wear the seat belts, and use the seat belts as weapons (they buckle the seat belts from the seats on opposite sides of the aisle together, so that the belts reach across the aisle and make everyone trip). School bus seats have much more padding than automobile seats. School buses, even without seat belts, have a much lower passenger death rate than private cars do.

some do and I think some don't because the seat in front of them helps to shield them. The very first seat in busses does have a seat belt.

No manufacturer is going to install ANYTHING they are not required to install. Until just recently, they weren't required to.
