Why are most if not all traffic lights in Alberta, Canada are horizontal?

Is the future of all Alberta, Canada traffic lights going to be horizontal?

From what I heard, it is a safety measure to allow you to see them at the same time despite the angle your looking at them at. In case something is obstructing your view, but this seems like terrible logic because vertical traffic lights may actually allow you to see a colored light before you actually can see the rest of them if say your coming from a parking lot with a low roof.
I guess there are other factors such no swaying.

But seriously folks, I have a very interesting job. I inspect ALL kinds of commercial buildings and businesses for several different insurance companies in the western united states. One company was in the business of selling lights for traffic and airports.
Traffic signal lights are available with little holes on the backside of the panel This allows someone, such as a traffic enforcement police, to see the red light from up the street beyond the light - thereby making his job of ticketing red light runners much easier!
I am thinking of writing a book about all of these different kinds of businesses. Even a hundred stories about restaurant back rooms! Would anybody like to see a book like this?

Why not? Many are also vertical. It s a choice of the local governments on what style of traffic light they would like to use they come in various shapes sizes and colours.
